تعلن هيئة أبوظبي للسياحة والثقافة عن توفر وظيفة مدير مشاريع مالية أول Senior Financial Projects Manager للعمل في ابوظبي






سيكون مدير المشاريع المالية الأول مسؤولاً عن إدارة وقيادة الإستراتيجية المالية للمشروع لخدمة أهداف الأعمال للمشاريع الرأسمالية التي تقوم بها DCT.


ستشمل المهام الرئيسية ضمان امتثال المشاريع الرأسمالية والاستراتيجية للسياسات المالية المحددة لفريق التمويل المركزي ، وإدارة متطلبات تمويل المشروع ومعلومات المشاريع الجارية قيد التطوير. سيكونون مسؤولين أيضًا عن مراقبة أنظمة التحكم المصممة للحفاظ على الأصول الثابتة للشركة والإبلاغ عن النتائج المالية الدقيقة للمشروع.

المهام الأساسية:



التخطيط السنوي وإدارة الأداء


المساهمة في تطوير خطة العمل السنوية لقسم الشؤون المالية من أجل ضمان أن أنشطة وخطط قسم إدارة تمويل المشروع تتماشى وتتوافق مع احتياجات وخطط القسم


مراقبة أداء قسم إدارة تمويل المشروع بالتنسيق مع إدارة الاستراتيجية والتخطيط وإعداد تقارير دورية عن أداء القسم لضمان قياس أداء الموظف ومعالجته بشكل مستمر في الوقت المناسب وبطريقة فعالة.



الرقابة المالية للمشروع


تنفيذ إدارة فعالة وفعالة للأنشطة المالية للمشروع من خلال جميع الضوابط والأنظمة والعمليات المالية اللازمة


إدارة بيئة رقابة وحوكمة قوية بما يتماشى مع المتطلبات التنظيمية وبما يتفق مع السياسات الداخلية لدائرة الثقافة والسياحة. ضمان الامتثال القانوني لجميع الأنظمة والعمليات والممارسات المحاسبية التي يتم اتباعها في تمويل المشروع


التأكد من سلامة السجلات المالية وفعالية أنظمة الرقابة الخاصة بها.




إدارة صندوق المشروع


تطوير وتكييف النماذج المالية لتناسب متطلبات المشروع التي تحتوي على حسابات التمويل ، وحساب الإيرادات ورأس المال العامل ، ومحاسبة النفقات الرأسمالية ونسب الدين / عوائد المستثمر


إدارة متطلبات صندوق المشروع والمعلومات المتعلقة بالفواتير والتحصيل والتمديد وأوامر التغيير والعقوبات والمعلومات الأخرى ذات الصلة


· تسهيل وإدارة تمويل المشروع بدقة حسب متطلبات التمويل


الموافقة على طلبات المدفوعات وأوامر الشراء ، والتأكد من توفر التمويل الكافي للمشروع / البرنامج.




تقارير وإدارة المشروع


الاتصال بفرق المشروع لضمان الامتثال لجميع الشروط السابقة والعناية الواجبة ومفاوضات ورقة الشروط والوثائق


تحديد المخاطر المالية والإنفاق الزائد في الميزانية وتوفير التحليل لمختلف العطاءات والتوقعات والمشاريع المغلقة للتوصية بالإجراء المناسب


ضمان ومراقبة الالتزام بميزانيات الأقسام والمشاريع وتسليط الضوء على أي تباينات ليتم تصعيدها بشكل أكبر


تطوير وإدارة السجلات المحاسبية المالية المناسبة للمشاريع والبرامج




المعرفة والمهارات والخبرة:



أساسى


درجة البكالوريوس في المالية / المحاسبة أو مادة مماثلة
سجل قوي في منصب كبير في الشؤون المالية أو المحاسبة
4 سنوات على الأقل في دور إدارة الأفراد




المطلوب:


درجة الماجستير في التمويل أو ماجستير إدارة الأعمال
الاعتمادات المهنية المالية على سبيل المثال CA أو ACCA أو CPA
خبرة في مجال الترفيه أو السياحة أو الصناعة ذات الصلة




The Senior Financial Projects Manager will be responsible for managing and leading the project financial strategy to serve the business objectives of capital projects undertaken by DCT.


Key duties will ******* ensuring that capital and strategic projects are in compliance with set financial policies of the centralised finance team, managing the project fund requirements and the information of ongoing projects under development. They will also be responsible for monitoring the control systems designed to preserve company fixed assets and report accurate financial results of the project.


This position is based in Abu Dhabi, UAE.


Key Responsibilities:

Annual Planning and Performance Management

• Contribute to the development of the Finance department’s annual business plan in order to ensure that the Project Finance Management section’s activities and plans are aligned and congruent with the needs and plans of the department

• Monitor performance of the Project Finance Management section in coordination with the Strategy and Planning department and prepare periodic reports on the performance of the section to ensure employee performance is continually measured and addressed in a timely and effective manner.

Project Financial Control

• Implement efficient and effective management of the project financial activities through all necessary financial controls, systems and processes

• Manage a robust control and governance environment in line with regulatory requirements and consistent with the DCT internal policies. Ensure statutory compliances of all systems, processes & accounting practices are followed in Project Finance

• Ensure integrity of financial records and the effectiveness of its control systems.

Project Fund Management

• Develop and adapt financial models to suit project requirements containing funding calculations, revenue and working capital computation, accounting of capital expenditure and debt ratios / investor returns

• Manage project fund requirements and information on billing, collection, extension, change orders, penalty and other relevant information

• · Meticulously facilitate and manage project financing as per funding requirements

• Approve requests for payments and purchase orders, ensuring sufficient project / programme funding are available.

Project Reports & Management

• Liaise with project teams to ensure compliance with all conditions precedent, due diligence, term sheet negotiations and documentation

• Identify financial risks, budget overspends and provides analysis for various bids, prospects, and closed projects to recommend appropriate action

• Ensure and monitor adherence to divisional and project budgets and highlight any variances to be escalated further

• Develop and manage appropriate financial accounting records for projects and programmes

Knowledge, Skills and Experience:

Essential

• Bachelor’s Degree in Finance/Accounting or similar subject
• Strong record in a senior Finance or Accounting role
• Minimum of 4 years in a people management role

Desirable

• Master’s Degree in Finance or MBA
• Finance professional accreditations e.g. CA, ACCA or CPA
• Experience in the leisure, tourism or related industry
